OFFERING ITS NEUTRALITY TO THE REGION

Mongolia is a natural neutral ground for Russia and China. It is a critical point of equilibrum between the two.To make this balance more stabile, Mongolia wants to reach to third neighbor. Ulaanbaatar's two neighbor policy is twofold. First, it tries to widen up its friends around the world and advance its common interests together. Third powers have literally saved Mongolia during its painful transition from Communism to Democracy and from Centrally Planned Economy to Market one, when its two big brothers were busy; Russia with its transition and disintegration, and China with recovering its reputation after the Tian An Ming square incedent.Second, Mongolia offers its natural bound neutrality to the regional security initiatives. It is Ulaanbaatar's offer and contribution for common efforts of building safer and secure world.

NATURAL NEUTRALITY BETWEEN THE TWO

Mongolia has two neighbors: Russia and China. Therefore, it is natural for Ulaanbaatar to give the ultimate priority to its neighbours since its existence stands on the balance of power between them.By nature, Mongolia should be neutral to keep current balance of power between Russia and China. If it sides one against another, this balance of power will be shifted in favor of one, and peace, on which its independence is exists, will be broken and mutual mistrust, if not hostility, will dominate between the two giants. Mongolia's alliance with Soviet against China during the Cold War has clearly demonstrated this. Current Mongolian foreign policy recognizes its natural neutrality or non-alliance between the two and declared policy of relative neutrality between the two unless one of its neighbours clearly threatens its independence.

ULAANBAATAR AS A NEW HELSINKI

I think Mongolia can be a neutral ground for international security dialogues. Two reasons can be said about that.
  1. Mongolia is a small country, so it cannot influence any great power's decision making. Therefore, great powers coming to Mongolia to settle their issue can be sure about Mongolia's neutrality.
  2. Mongolia has good relations with all Northeast Asian countries, including North Korea. No country unlikely refuse to come Ulaanbaatar if a country invites it to discuss a sensetive issues.
